About the Human Rights Commission

The Human Rights Commission (“the Commission”) is a National Human Rights Institution established under Article 230 of the 1991 Constitution of Zambia as amended by Acts No. 18 of 1996 and No. 2 of 2016. The Commission has the constitutional mandate to uphold and protect the Bill of Rights.

The Commission is seeking applications from suitably qualified candidates for the position of Purchasing and Supplies Officer

The Main Purpose of the Role
To Undertake the acquisition of goods, works and services in accordance with the Public Procurement Act to facilitate the smooth conduct of activities and programmes.

Main Duties and Responsibilities
The successful candidate will report to the Director and will be responsible for:

  • Manage supplier contracts to facilitate procurement of goods and services
  • Udertakes effectively the provision of secretarial services to the Procurement Committee to facilitate decision-making.
  • Undertakes timely procurement of goods, services and works to meet end-user requirements;
  • Maintains accurate records of goods, services and works to facilitate retrieval of information:
  • Undertakes timely the preparation of bidding documents to ensure transparency in the tendering process and compliance with the Public Procurement Act,
  • Undertakes timely preparation of the procurement plan to facilitate monitoring and evaluation of performance, and
  • Undertakes effectively the preparation of procurement reports to comply with statutory requirements.

Minimum Qualifications and Experience

  • Must have a Grade 12 School certificate with 5’0′ Level credits or better, including English and Mathematics:
  • Must have a bachelor’s degree in Purchasing and Supplies or CIPS level 6:
  • Must have a minimum of three (3) years post-qualification experience, and Must be an active member of the Zambia Institute of Purchasing and Supplies
