The Zambia Health Emergency Preparedness, Response and Resilience Project will be implemented under Phase VI of the Health Emergency Preparedness, Response, and Resilience Program (the ‘HEPRR Program’) using the Multiphase Programmatic Approach (MPA). Zambia has experienced significant macroeconomic downturn, and weak economic performance has reversed income gains and exacerbated poverty rates.

The Zambia Health Emergency Preparedness, Response and Resilience Project will focus on strengthening the preparedness and resilience of the health system to manage health emergencies through training of health workforce to develop capacity for climate emergency preparedness and response; operationalization of information systems for health emergencies and digitalization of the health sector; improvement of the detection of and response to health emergencies through a multisectoral approach; updating and implementing patient- centered integrated community health service package and other required guidelines; support systems to guarantee continuity of essential health services including Reproductive, Maternal, Newborn, Child Adolescent Health and Nutrition during health emergencies; developing and operating a digital emergency transport management system for health facilities’ referrals of maternal and neonatal cases; installation and rehabilitation of WASH facilities, solarization and/or electrification of selected health facilities and provision of reliable internet where possible.

The Ministry will establish a Project Implementation Unit (PIU), under the Directorate of Public Health, that will be responsible for the day-to-day management and execution of activities supported by the project, including procurement support within the Government structure.

In this regard, the Ministry of Health with the support of the World Bank under the Zambia Health Emergency Preparedness, Response and Resilience Project is inviting applications from suitably qualified and experienced candidates to fill the under listed vacant positions:

Reports to: The Project Coordinator will be reporting to the Director of Public Health at Ministry of Health and work closely with Directors of Finance and Policy and Planning, other PIU members of the project, as  well as the World Bank TTL and Task Team.

Job Purpose

To ensure effective and quality assured cost-efficient implementation and coordination of project activities while complying to all fiduciary and safeguards requirements, including effective communication and collaboration among team members, the World Bank as well as relevant stakeholders and cooperating partners for the achievement of the project goals and objectives in line with the Project Appraisal Document (PAD) and the PIM.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ level credits or better including English Language and Mathematics
  • A Bachelor’s Degree in Public Health, Development Studies, Economics, Project Management, Medicine, Nursing or Clinical Medicine
  • A Master’s Degree in a relevant field from an accredited university will be an added advantage
  • A valid practicing or registered license if required by law to practice in area of competence is required.

Reports to: The Social Specialist will report to the Project Coordinator and the Assistant Director Health promotion and Community Health and shall closely work with the Director of Public Health, Director of Policy and Planning and other PIU members of the project as well as the World Bank TTL and Task Team.

Job Purpose

To manage overall social safeguards of the Project and the implementation of the Project-specific safeguards instruments with the Stakeholder Engagement Plan (SEP) including a Grievance Redress Mechanism (GRM) for addressing any concerns and grievances raised.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with minimum of five (5) ‘O’ level credit including English Language and Mathematics.
  • A Bachelor’s Degree in Social Work, Development Studies, Economics, Sociology and related Social Science.
  • Master’s in Sociology, Economics or Public Health or relevant field will be an added advantage

Position: PROCUREMENT SPECIALIST

Location/ Duty Station: Ministry of Health Headquarters, Lusaka

Reports to: Project Coordinator, and will be supervised by the Head Procurement and Supplies nit of the MoH. S/He shall will work closely with Directors of Finance and Policy and Planning, other PIU members of the project, as well as the World Bank TTL and Task Team.

Job Purpose

To strengthen procurement and supplies systems for purposes of supporting of comprehensive and sustainable implementation of the Health Emergency Preparedness, Response, and Resilience Project using the Multiphase Programmatic Approach.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ level credits or better including English Language and Mathematics
  • A Bachelor’s Degree in Purchasing & Supplies / CIPS Level 6 or Supply Chain Management from an accredited university with a minimum of 10 years of post graduation experience
  • A Master’s Degree in a relevant field from an accredited university with at least 1 year post-graduation experience is a requirement.
  • Must be a registered member of relevant professional regulatory body.

Position: MONITORING AND EVALUATION SPECIALIST

Reports to: The Monitoring and Evaluation Specialist will report to the Project Coordinator and the Director Planning and Policy and shall work closely with the other MoH PIU members, Department of Public Health and MoH programme staff, and M&E Officers.

Job Purpose

To manage monitoring and evaluation system for the project and a pipeline project to be supported by the World Bank and to lead and coordinate monitoring an evaluation systems development and related activities to ensure smooth operation and quality performance of technical efforts and field activities by coordinating and overseeing quality program data collection, data management, reporting, and strategic information gathering and sharing. And well as develop tools against the established key performance indicators, as included in the Results Framework of the PAD.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with minimum of five (5) ‘O’ level credit including English Language and Mathematics.
  • A Bachelor’s Degree in Development Studies, Demography, Library Information Studies and Health
    Management Information Systems.
  • Master’s in Monitoring and Evaluation will be an added advantage
  • Post Graduate Certification in Monitoring and Evaluation will be an added advantage

Reports to: The Financial Management Specialist will report to the Director of Finance and the Project Coordinator and will work closely with the Director of Public Health, Director of Policy and Planning as well as other PIU members of the project and World Bank TTL and Task Team.

Job Purpose

The Financial Specialist within the Project Implementation Unit (PIU) of the Public Health Department in the Ministry of Health shall support the implementation of all finance related activities of the Project. This includes assisting in ensuring that project activities are implemented in accordance with the World Bank (WB) and Government of Zambia (GRZ) Finance Policies and Guidelines, Project Documents and Agreements, and Finance Operational Manual.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ level credits or better including English Language and Mathematics
  • A holder of a Full ACCA, CIMA, ZICA, or CPA
  • A Master of Accountancy, Business Administration or any business-related field will be an added
    advantage.
  • Must be a registered Member of Zambia Institute of Chartered Accountants (ZICA) or a relevant
    regulatory body

Reports to: The Environmental Specialist will report to the Assistant Director – Environmental Health and the Project Coordinator and will closely work with the Director of Public Health, Director of Policy and Planning and other PIU members of the project, the World Bank TTL and Task Team as well as work collaboratively with the other sector ministries, NGOs, ZEMA, academia, Research institutions, Training Institution and other stakeholders.

Job Purpose

The Environmental Specialist will manage overall environmental risks for the Project in accordance with the requirements of the Bank’s Environmental and Social Framework and the relevant statutes of the Republic of Zambia.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O level credits or better including English Language and Mathematics
  • A Bachelor of Science in Environmental Health, Environmental Science, Environmental Studies or Public Health from an accredited university,
  • A Master’s degree in Public Health, Master of Science in Environmental Health or Environmental Engineering or any other relevant master’s degree is an added advantage.
  • Certification in Occupational Health and Safety will be an added advantage.
  • Must have a valid Practicing Certificate
  • Must be a registered member of relevant regulatory body
