    COMMUNICATIONS SPECIALIST – MULTIMEDIA AND VISIBILITY

    Cities and Infrastructure for Growth Zambia (CIGZambia) is a United Kingdom Foreign Commonwealth and Development Office (FCDO) funded technical assistance programme that supports Zambia’s transition towards a more sustainable, inclusive, and climate-resilient energy sector. Working closely with the Ministry of Energy, ZESCO, ERB and IDC, CIGZambia provides independent technical advice and institutional support to strengthen energy system planning, implement electricity sector reforms and mobilise investment aligned with Zambia’s Integrated Resource Plan (IRP).

    Our work is structured across two core workstreams:

    • Energy System Planning through the Centre for Sustainable Energy Modelling (CSEM)– institutionalising long-term energy planning capacity, data systems, and modelling tools.
    • Open Access Reform and ISMO establishment– supporting the Government to design and launch a transparent, investor-friendly market operator that safeguards the public interest.

    CIGZambia’s ultimate objective is to help unlock the $11.6 billion in energy sector investments identified in the IRP by 2030, ensuring universal access to reliable, affordable power while protecting social and climate priorities.

    CONTEXT:

    The Electricity Act of 2019 established a framework of Open Access for the Zambian Grid, through which trading between large users and Independent Power Producers (IPPs) is encouraged, with ZESCO and other network providers providing access to their grids in exchange for payment through Use of System and System Services Agreements.

    A Market Design project initiated by the Ministry of Energy and ERB has provided guidance as to how the market rules, regulations and trading arrangements should work going forward.

    An essential element of the overall energy transition strategy in Zambia is the formation of an Independent System and Market Operator (‘ISMO’). The ISMO is currently embedded within ZESCO, albeit under a distinct licence separate from ZESCO’s other activities and a direction has been given that the ISMO should be fully operational as a separate licensed and ring-fenced entity by December 2025. The successful completion of this process is intended to enhance the confidence of investors in the impartial operation of Zambia’s power system to provide un-biased access to the transmission network and transparency in relation to the operations of the Grid.

    CIGZambia has agreed a Terms of Reference with the Ministry of Energy and ZESCO to provide technical support through the transition of the ISMO from being embedded within ZESCO to being a ringfenced independent Government-owned entity. The scope of work will cover technical, financial, regulatory and legal aspects of the transition, as well as support in change management and the migration of systems. A significant emphasis will be placed on stakeholder engagement and communications to ensure that all relevant stakeholders are made aware of the proposed process and provide input where appropriate.

    PURPOSE OF THE ROLE

    To lead the development and delivery of impactful visual communication products, a transitional brand toolkit, and high-quality multimedia content that enhances the visibility, relatability and accessibility of power sector reforms. The consultant will contribute significantly to the early design and communication readiness phase and ensure that all communication materials whether digital or print, are consistently presented, user-friendly and inclusive.

    KEY RESPONSIBILITIES

    Develop a Transitional ISMO Visual Identity Toolkit

    • Design a lightweight brand guide that includes visual identity elements such as color palette, fonts, layout rules and co-branding usage (with MoE, ERB and partners).
    • Create branded templates for common outputs (flyers, slide decks, social media graphics, newsletters, event signage, reports).
    • Establish file naming, formatting and design quality standards to ensure consistency across all visual materials.

    Multimedia Production

    • Capture photos and videos at stakeholder events, town-halls, roadshows and workshops.
    • Produce short, high-quality video clips, reels and basic animations for storytelling and public awareness.
    • Edit audio-visual content for use in webinars, presentations, stakeholder consultative meetings and public screenings.
    • Produce sample explainer visuals or pilot content for early stakeholder engagement.

    Visual Content Design

    • Develop engaging communication materials including posters, banners, explainer graphics, infographics and layout designs for publications.
    • Design and format newsletters, fact sheets and visual Q&A bulletins in collaboration with the Communications Lead.
    • Design inclusive visual communication products that are tailored to diverse audiences from low literacy, rural communities to high-level stakeholders such as policymakers, energy professionals and investors. This includes simplifying complex information through visuals for public understanding and producing polished formats for technical and decision-making use.

    Field Documentation & Visibility

    • Support roadshow and event visibility by preparing event visuals, banners, branded kits and real time documentation tools.
    • Develop “event highlight packages” (photo stories, quote cards, visual recaps).

    Content Management & Reporting & Coordination

    • Maintain a structured digital content library (photos, videos, graphics, templates) organized for current and future use.
    • Support the development of a shared editorial calendar and track digital asset usage and reach (when content is posted via partners).

    QUALIFICATIONS AND EXPERIENCE

    • Minimum 5 years’ experience in visual communication, digital storytelling or content production for public campaigns or development initiatives.
    • Proficiency in graphic design tools (e.g., Canva, Adobe Express, InDesign) and video editing platforms (e.g., CapCut, Adobe Premiere Rush).
    • Demonstrated experience developing branded toolkits, templates or design systems for campaigns or institutions.
    • Ability to create low-tech and field-friendly visual formats, especially for community-based communication. Ability to work effectively both independently and as part of a team.
    • Strong organizational and project management skills with keen attention to detail.
    • Ability to multitask, manage competing priorities and work under pressure in a fast-paced environment.
    • Self-motivated, proactive, reliable and capable of prioritizing a varied workload to meet tight deadlines.
    • Fluent in English; working knowledge of major local languages is an added advantage.
