Position Overview
Pact, a non-profit organization based in Washington, DC, is implementing the USAID Zambia Integrated Health Activity. The Activity supports USAID and PEPFAR objectives of 95/95/95 and provides service delivery and technical assistance to improve Maternal, Newborn, and Child Health (MNCH) services. USAID Zambia Integrated Health improves, sustains, and further integrates lifesaving HIV/AIDS and MNCH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians.
The District Hub Manager contributes to realizing this purpose by:
Key Responsibilities
Provide strategic leadership, oversight and management for the District Hub including management of Pact assets.
o In coordination with the Provincial Hub Manager, develop and maintain relationships with government, target facilities, other USG implementing partners, and other stakeholders to plan, implement, and monitor program implementation.
o Work with Provincial Hub Manager to lead development of annual workplans and budgets at District level.
o Lead District team in preparing high quality, timely progress reporting.
o Monitor performance and deliverables of consultants and sub-partners.
o Ensure close coordination of activities by sub-partners and other implementers.
o Oversee the District Hub budget including tracking spending, disallowed cost, review and approve staff travel requests, travel reports, partners’ cash requests and liquidation reports, approve all District Hub expenses, etc.
o Ensure that Pact’s internal control system is strongly functional within the District Hub, and that Pact and sub-Partner staff comply with Pact policies and donor rules and regulations.
o Coordinate joint supportive supervision visits including with District government and other stakeholders to monitor project implementation progress, quality of services delivered to beneficiaries, and data quality.
o Represent ZIH in public events and meetings and coordinate with other donor funded programs.
Basic Requirements
- Bachelor’s degree in Clinical Medicine , Public Health or Social work
- At least 3-5+ years relevant experience plus management experience
Preferred Qualifications
- Technical background in at least one relevant technical intervention area under ZIH; preference for prior clinical experience.
- Experience with PEPFAR-funded projects in Zambia, including technical understanding of PEPFAR 3.0
- Experience with budget development and management.
- Excellent written and oral communication skills, including the ability to effectively present complex ideas to diverse audiences
