JOB ADVERTISEMENT
The Government of the Republic of Zambia (GRZ) through the Ministry of Green Economy and Environment (MGEE) has received financing from the World Bank towards the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) II Project, and therefore intends to apply part of the funds towards the recruitment of Project Implementation Support Staff. The TRALARD II Project will be implemented over a 5-year period from January, 2026 to December, 2030 and will cover 32 districts; four (4) on the Copperbelt, five (5) in Luapula, eight (8) in Muchinga, five (5) in Northern and ten (10) in Southern provinces of Zambia. The TRALARD II Project is designed to combat landscape degradation, build community resilience to climate shocks such as droughts and floods, and advance Zambia’s 2030 goal of becoming a low-carbon, resource-efficient, and socially inclusive economy.
The TRALARD II Project will support the implementation of a jurisdictional Emissions Reduction Programme (ERP) in Muchinga Province to act as an umbrella program that will leverage resources from TRALARD II and other relevant initiatives to attract emission reductions payments from carbon markets to generate additional financing that can be re-invested in the landscape to improve rural livelihood. This is based on successful experience of Zambia Integrated Forest Landscape Project (P161490) and Eastern Province Jurisdictional Sustainable Landscape Program – Emissions Reduction Project (P155827).
The Ministry seeks to recruit suitably qualified and experienced persons to submit their expression of interest / application for the following two (2) years renewable employment contract:
DISTRICT OPERATIONS OFFICERS X 20
(Location: Chirundu, Gwembe, Kalomo, Kazungula, Intezhi-tezhi, Namwala, Monze, Pemba, Siavonga and Sinazongwe in Southern Province; Lufwanyama, Masaiti, Mpongwe and Mufulira in Copperbelt Province; Chifunabuli and Kawambwa in Luapula Province; Chilubi, Mpulungu and Nsama in Northern Province; and Kanchibiya in Muchinga Province)
JOB PURPOSE:
The District Operations Officers will assist the PPIU and the District Director of Planning to effectively implement climate resilience and Nature-Based Solution activities at community and district levels, and will report directly to the Provincial Project Operations Officers, and administratively to the Director of Planning in their respective provinces.
MAIN DUTIES AND RESPONSIBILITY
• Organize and participate in all key district activities of the TRALARD II Project in the target district;
• Ensure the implementation and adherence to all instruments and frameworks of the TRALARD II Project at district level;
• Conduct desk and field appraisal of project proposals including value chain and market linkages activities in collaboration with TRALARD II Project partners;
• Prepare minutes for the District Planning Sub-committee regarding the TRALARD II project activities;
• Monitor the implementation of sub-projects at district level, and produce monitoring, evaluation & research progress reports including the updating of core indicators and results framework;
• Support the preparation and publication of stories and project-related news on a quarterly basis;
• Support baseline surveys, case studies and mid/end project evaluations; and
• Undertake any other task as assigned by the Provincial Project Operations Officers.
QUALIFICATION AND EXPERIENCE
• Grade Twelve (12) Certificate;
• A Bachelor’s degree in Urban and Regional Planning, Education – Geography, Natural Resource Management, Environmental Education, Forestry, Development Studies, Agricultural Studies/Economics, Demography, Climate Change Management, Mass Communication with Development, or any other related fields;
• At least four-year post university work experience required;
• Experience working for a World Bank funded project or any other Cooperating Partner is an added advantage;
• Demonstrated understanding of Zambian environmental and socially related laws and regulations would be an added advantage;
• Must be computer literate with skills in Excel, Word, PowerPoint, Microsoft Office; and
• Must possess excellent writing skills, good oral communication skills, and strong interpersonal skills.
