JOB ADVERTISEMENT
The Government of the Republic of Zambia (GRZ) through the Ministry of Green Economy and Environment (MGEE) has received financing from the World Bank towards the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) II Project, and therefore intends to apply part of the funds towards the recruitment of Project Implementation Support Staff. The TRALARD II Project will be implemented over a 5-year period from January, 2026 to December, 2030 and will cover 32 districts; four (4) on the Copperbelt, five (5) in Luapula, eight (8) in Muchinga, five (5) in Northern and ten (10) in Southern provinces of Zambia. The TRALARD II Project is designed to combat landscape degradation, build community resilience to climate shocks such as droughts and floods, and advance Zambia’s 2030 goal of becoming a low-carbon, resource-efficient, and socially inclusive economy.
The TRALARD II Project will support the implementation of a jurisdictional Emissions Reduction Programme (ERP) in Muchinga Province to act as an umbrella program that will leverage resources from TRALARD II and other relevant initiatives to attract emission reductions payments from carbon markets to generate additional financing that can be re-invested in the landscape to improve rural livelihood. This is based on successful experience of Zambia Integrated Forest Landscape Project (P161490) and Eastern Province Jurisdictional Sustainable Landscape Program – Emissions Reduction Project (P155827).
The Ministry seeks to recruit suitably qualified and experienced persons to submit their expression of interest / application for the following two (2) years renewable employment contract:
ENVIRONMENTAL AND SOCIAL INCLUSION OFFICERS X 2 (Location: Kasama and Choma)
JOB PURPOSE:
The Environmental and Social Inclusion Officers will report to the Provincial Project Operations Officers and will be responsible for the implementation and providing guidance and advice to implementing agencies and local communities on environmental and social project-related matters.
MAIN DUTIES AND RESPONSIBILITY
• Collaborate with Project Officials including NPCU on the implementation and reviewing of various environmental and social instruments/frameworks, policies and guidelines including health and safety standards;
• Provide support to community facilitators to ensure adherence to environmental and social screening checklists during subproject design stage;
• Collaborate with key stakeholders in supporting communities in ensuring suitable management of natural resources and undertaking relevant studies and surveys;
• Collaborate with all relevant stakeholders during the implementation of environmental, social and Occupational Health and Safety matters under the project;
• Undertake periodic on-site monitoring of the sub-projects under implementation to ensure compliance with implementation guidelines, and the management of environmental and social grievances according to the grievance redress mechanism;
• Coordinate and initiate the timely preparation of annual work plans and budgets in collaboration with the Provincial Project Operations Officer;
• Prepare and submit periodic progress reports on the overall project; and
• Undertake any other tasks as assigned by the Provincial Project Operations Officer.
QUALIFICATION AND EXPERIENCE
• A university degree in Environmental Planning and Management, Regional Planning, Development Planning/Economics, Geography, Agriculture Economics, Forestry or other relevant social sciences, with an added certificate or proven experience in statistics or Demography;
• Minimum of four (04) years of experience working on social and environmental matters, in addition also three (03) years’ experience in community-based projects and knowledge of monitoring and evaluation of the projects/programmes;
• Experience in successfully applying environmental and social standards to both high and low-risk projects, with minimal supervision, covering issues of involuntary resettlement, vulnerable communities, labor, community health, and stakeholder engagements etc.;
• Extensive experience conducting social development consultative and participatory approaches with ability to coach others in the application of the interventions and proven experience of field data collection;
• Working knowledge in the Zambian context and demonstrated understanding of Zambia’s environmental and socially related laws and regulations, preferably in the field of protected areas including parks and forests;
• Demonstrated experience working with donor/cooperating partner-supported projects;
• Demonstrated understanding of World Bank safeguard policies and Government environmental and social frameworks is an added advantage;
• Good communication and writing skills; and
• Computer literate with skills in Excel, Word, PowerPoint.
