
National Heritage Conservation Commission
The National Heritage Conservation Commission (NHCC), a statutory body established under the NHCC Act Chapter 173 of the Laws of Zambia within the Ministry of Tourism, is mandated to conserve and manage Zambia’s unique cultural and natural heritage and regulate the movement of objects of heritage value.
The Commission (NHCC) invites applications from suitably qualified and experienced Zambian nationals for the vacant position of:
EXECUTIVE DIRECTOR
1. JOB PURPOSE
To provide comprehensive management for the institution, oversee the coordination and implementation of conservation policies and programmes to secure the future of Zambia’s heritage.
2. PRINCIPAL ACCOUNTABILITIES
2.1 Policy Formulation: Overseeing the effective formulation of policies and standards to ensure the efficient identification, conservation, and management of immovable heritage.
2.2 Specialised Services: Overseeing the timely provision of specialised services to ensure their availability across all regions.
2.3 Planning: Ensuring the timely planning of conservation programmes and strategies to facilitate their effective implementation.
2.4 Heritage Conservation Programmes: Overseeing the periodic development, implementation, monitoring, and evaluation of heritage conservation programmes to ensure the effective perpetuation of heritage and conservation efforts aimed at maintaining a range of healthy and resilient natural terrestrial, aquatic, and coastal ecosystems.
2.5 Management: Effectively managing staff, operations, and other resources of the NHCC to ensure the efficient and effective implementation of all policies, goals, and objectives.
2.6 Organisational Strategic Planning: Initiating and reviewing the organisational strategic plan in consultation with the Board and Staff.
2.7 Financial and Administration Foresight:
- Overseeing the prudent utilization, accountability, and mobilisation of financial resources.
- Ensuring that highly qualified staff are placed and retained in key positions.
- Ensuring the above functions are carried out in line with the provisions of the Laws of Zambia.
2.8 Engagements with External Stakeholders: Maintaining relationships with cooperating partners, donors, local communities, and other business entities involved in the conservation and management of Zambia’s heritage, in accordance with appropriate government guidelines.
2.9 Organisation’s Visibility to Stakeholders: Coordinating, communicating, and promoting the NHCC to raise its profile and effectively convey the organisation’s vision and achievements through various mediums.
2.10 Representation of the Organisation on Strategic Committees, Groupings, and Events: Organising the affiliation of the organisation to both local and international strategic committees, groupings, and institutions related to heritage management and conservation for the benefit of theNHẠC.
3. KNOWLEDGE AND SKILLS REQUIREMENTS
3.1 Minimum Secondary School Education: Grade twelve certificate or its equivalent.
3.2 Minimum Vocation/Professional Qualification: A first Degree and a Master’s Degree in a conservation, cultural or natural heritage/resources management related fields are mandatory.
3.3 Minimum Relevant Pre-Job Experience:
- Fifteen (15) years of proven working experience.
- Experience in Heritage Conservation and Management will be an added advantage.
- Eight (8) years in a Senior Management position.
4. PERSONAL ATTRIBUTES
4.1 Communication Skills: Should possess excellent fluency in spoken English.
4.2 Written Skills: Able to produce well-documented reports to facilitate planning, budgeting, research, and information dissemination.
4.3 Oral Skills: Ability to speak logically, clearly, and in a well-organisedmanner.
4.4 Numerical/Computation Skills: Should be proficient in basic computer applications such as MS Office, Excel, and Spreadsheets.
4.5 Other Skills:
- Possession of strong inter-personal skills.
- Demonstrated management skills.
5. REPORTING
5.1 Reports to the National Heritage Conservation Commission Board.
5.2 Subordinate Accountabilities: Directly supervises the following:
- 4 Regional Directors at NHCC/CPS/2
- 1 Director of Conservation Services
- 4 Managers: Human Resources, Finance, Internal Audit, and Information and Public Relations,
- Procurement and Supplies Unit
6. DUTIES/RESPONSIBILITIES
6.1 Ensures compliance with the NHCC Act and all other statutory requirements governing the institution.
6.2 Develops a conducive corporate culture and establishes sound Corporate Governance principles and practices to foster a positive reputation among clients and other stakeholders.
6.3 Ensures the development and implementation of strategic Business Plans, policies, and operating guidelines designed to sustain the efficient and effective operations of the institution and the attainment of set objectives and goals.
6.4 Coordinates the formulation of realistic annual budgets aimed at achieving set objectives in line with the Strategic Business Plan.
6.5 Prepares quarterly and annual financial statements for onward consideration and approval by the Board.
6.6 Ensures that the Board and its Committees meet at least four times a year as per regulation and Board Charter.
6.7 Directs and guides the Management team in delivering on the strategic goals and objectives.
6.8 Monitors and directs overall operations to achieve revenue and expense budgets, with the support of the Director of Finance, to ensure resources are allocated where they are needed most and are most beneficial to the Institution.
6.9 Oversees the effective formulation of policies, standards, and guidelines to ensure the efficient identification, conservation, and management of both movable and immovable heritage assets.
6.10 Ensures timely planning of conservation programmes and strategies to facilitate their effective implementation.
6.11 Oversees the periodic development, implementation, monitoring, and evaluation of heritage conservation programmes to ensure the effective maintenance of a range of healthy and resilient natural terrestrial and aquatic ecosystems.
6.12 Regularly reviews the Strategic Plan, Policies, and operational manuals in consultation with the Board.
6.13 Ensures the maintenance of relationships with cooperating partners, donors, local communities, and other business entities involved in the conservation and management of Zambia’s heritage.
6.14 Coordinates and promotes the institution’s profile and effectively communicates the organisation’s vision and achievements through various mediums.
6.15 Organises the affiliation of the organisation to strategic committees, groupings, and institutions related to heritage management and conservation for the benefit of the NHCC.
6.16 Coordinates UNESCO programmes related to NHCC and other requirements of international bodies that Zambia has acceded to, as well as similar institutions in other countries and other ministries/departments within the Ministry aligned with NHCC.
6.17 Demonstrates transformational and thought leadership in the Management of NHCC to make it responsive to stakeholders and investment opportunities for the organisation.
6.18 Monitors revenue from its main critical assets, such as the Victoria Falls, and enhances value for all other assets in the NHCC portfolio.
