The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified candidates who are ambitious, innovative, energetic and performance driven to fill the position of Inspector-Aeronautical Meteorology.
JOB PURPOSE
To inspect, monitor, and verify the provision and quality of aeronautical meteorological services in order to ensure that accurate, timely, and compliant weather information supports safe and efficient air navigation operations
DUTIES AND KEY RESPONSIBILITIES
The job holder will be required to undertake the following duties and key responsibilities
- Aeronautical Meteorological Service Oversight – (Undertakes effectively, the administration of operations of MET service providers (including observation, forecasting, and briefing units) in order to ensure data accuracy, timeliness, and compliance with ICAO Annex 3 requirements.)
- Meteorological Data Quality Assurance – (Undertakes accurately, the verification of the integrity, consistency, and traceability of MET data across all dissemination channels in order to provide flight crews and ATC with reliable information for decision making.)
- MET Facilities & Equipment Audit – (Undertakes periodically, inspection of the calibration, performance, and maintenance records of meteorological instruments and systems in order to confirm operational reliability and data fidelity.)
- SAR Preparedness & Coordination – (Undertakes regularly, monitoring of the readiness, resourcing and coordination protocols of SAR units in order to ensure swift mobilisation and effective response to aviation emergencies.)
- SAR Mission Monitoring & Post Mission Review – (Undertakes timely, the conduct of assessments, outcomes, and lessons learned from SAR missions in order to identify areas for improvements and enhance future response effectiveness.)
- Regulatory Compliance & Audit – (Undertakes routinely, the conduct of compliance audits of MET and SAR service providers in order to verify adherence to national regulations and applicable ICAO SARPs.)
- Safety Risk Management – (Undertakes timely, analyses of MET and SAR related safety data, incidents, and hazard reports in order to recommend preventive or corrective actions and mitigate operational risks.)
- Training & Capacity Building – (Undertakes periodically, facilitation of specialised training, drills and competency assessments for MET observers, forecasters, and SAR personnel in order to maintain high performance standards and regulatory compliance.)
- Contingency Planning & Emergency Response – (Undertakes comprehensively, the development of contingency procedures and emergency response plans for MET and SAR services in order to ensure service continuity and resilience during abnormal situations.)
- Documentation & Reporting – (Undertakes accurately, the maintenance of up to date inspection records, audit reports and SAR mission logs in order to support regulatory oversight, international reporting, and informed decision making.)
- Monitoring and Evaluation – (Undertakes regularly, the monitoring and evaluation of the strategic and operational plans in order to monitor progress and provide appropriate interventions.)
- Reports – (Undertakes timely, submission of mandatory operational reports to monitor activity implementation and support informed decision-making.)
- Performance Management – (Undertakes timely development and implementation of individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance.)
MINIMUM QUALIFICATIONS
- Full-Form V /Grade 12 School Certificate
- Bachelor Degree in Aviation, Engineering, Management, Natural/Social Sciences, or equivalent.
- Relevant certifications in Air Traffic Management (ATM), Search and Rescue (SAR), Aeronautical Information Management (AIS), Flight Procedure Design (IFP) or Aeronautical Meteorology (AeroMET) for Air Navigation are a must.
- Member of a relevant professional body (where applicable)
- 3 years work experience
