    The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified candidates who are ambitious, innovative, energetic and performance driven to fill the position of Inspector-ATM.

    JOB PURPOSE

    To inspect, monitor and evaluate the planning, coordination and exaction of air traffic management 9ATM) and Search and Rescue (SAR) services in order to ensure timely, effectively and compliant emergency response operations that safeguard lives and support aviation safety.

    DUTIES AND KEY RESPONSIBILITIES

    The job holder will be required to undertake the following duties and key responsibilities

    1. Regulatory Framework & Standards – (Undertakes periodically, the development and updating of regulations, technical standards and procedures for Air Traffic Management and Search and Rescue in order to align with ICAO SARPs and guarantee safe, efficient air navigations services. )
    2. ATM/SAR Regulatory Framework & Standards – (Undertakes periodically, the establishment and amendment of Air Traffic Management and Search and Rescue regulations, technical standards and procedures in order to ensure national compliance and rapid coordinated emergency responses.)
    3. SAR Preparations & Readiness – (Undertakes regularly, the assessment of personnel, equipment and resource availability in order to maintain continuous readiness for swift SAR deployment.)
    4. ATM/SAR Coordination & Communication – (Undertakes regularly, monitoring of communication protocols and coordination mechanism among ATM/SAR Units and aviation stakeholders in order to enable seamless information flow during emergencies)
    5. ATM /SAR Training & Exercise Oversight – (Undertakes periodically, the organisation ad evaluation of ATM/SAR training programme and simulation exercise in order to sustain operational competence and readiness.)
    6. ATS Incident Response Evaluation & Risk Management – (Undertakes periodically, the review if activation reports, analyses of safety data in order to recommend for improvements mitigate risks and enhance ATM/SAR effectiveness.)
    7. Compliance Monitoring & Audits – (Undertakes regularly, the conduct of inspections and audits of ATM/SAR service providers in order to verify adherence to national regulations and ICAO standards.)
    8. Safety & Quality Management Systems Oversight – (Undertakes effectively the implementation of the State Safety Programme and Quality management system in order to drive continuous improvement and assure regulatory compliance.)
    9. Stakeholder Engagement & International Coordination – (Undertakes periodically, the initiation process for concluding bilateral and multilateral AT/SAR agreements and collaborates with regional bodies in order to harmonise procedures and optimise resource sharing in the AFI region.)
    10. Documentation & Record Keeping – (Undertakes accurately, the maintenance of up-to-date inspection reports, operations logs and training records in order to support transparent oversight and data driven decision making.)
    11. Research, Development & Innovation – (Undertakes periodically, the conduct of research projects and monitors emerging technologies in order to foster innovation and adapt ATM/SAR and air navigation services to future industry trends.)
    12. Monitoring and Evaluation – (Undertakes regularly, the monitoring and evaluation of the strategic and operational plans in order to monitor progress and provide appropriate interventions.)
    13. Reports – (Undertakes timely submission of mandatory operational reports to monitor activity implementation and support informed decision-making.)
    14. Performance Management – (Undertakes timely development and implementation of individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance.)

    Minimum Qualifications

    • Full-Form V /Grade 12 School Certificate
    • Bachelor’s Degree in Aviation, Engineering, Management, Social Sciences, or equivalent
    • Relevant certifications in Air Traffic Management (ATM) with the Aerodrome, Approach & Area control License Ratings, and Search & Rescue (SAR) are a must
    • Member of a relevant professional body (where applicable)
    • 3 years work experience

    2. Submit certified copies of all relevant academic and professional qualifications, including Grade 12, already validated by Zambia Qualifications Authority.
    3. Submit a copy of their Zambian Citizenship National Registration Card (NRC)
