The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified candidates who are ambitious, innovative, energetic and performance driven to fill the position of Inspector Economic Regulations.
PURPOSE OF ROLE
To monitor, investigate, and enforce consumer protection standards, passenger rights, and service quality obligations under civil aviation regulations in order to safeguard passenger welfare, ensure regulatory compliance, and promote confidence in Zambia’s air transport sector.
DUTIES AND RESPONSIBILITIES
- **Policy **- (Undertake periodically, the development and implementation of policies, guidelines, strategies and procedures in order to ensure adherence to legal requirements, standards and industry best practices.)
- Governance and Leadership – (Undertake effectively, the preparation of quarterly reports to the Directorate of Aerodrome, Safety and Security in order to report on progress in programme implementation and receive appropriate guidance.)
- Strategic Planning, Budgeting and Departmental Work plans – (Undertake effectively, the implementation of the Directorate strategic and operational plans in order to align them to budgets and work plans as well as facilitate attainment of the objectives.)
- Regulatory Framework Development – (Undertakes effectively the development, amendment, and implementation of regulations, technical standards, and procedures for Air Transport Economic Regulation in order to ensure alignment with applicable legislation, ICAO SARPs, and national policies.)
- Bilateral Air Services Agreements (ASAs) – (Maintains and analyses bilateral air services agreements in order to identify improvement opportunities, promote Zambia’s strategic interests, and support facilitation and tourism through intergovernmental coordination.)
- Air Transport Permits and Authorizations – (Undertakes timely issuance of permits, certificates, and authorizations for domestic and foreign air operators in order to ensure regulatory compliance and orderly conduct of economic activities in air transport.)
- Consumer Rights Oversight – (Monitors periodically the adherence to passenger rights and assesses operators’ consumer protection practices in order to safeguard consumer welfare and ensure compliance with regulatory standards.)
- Complaint Handling and Resolution – (Timely receives, investigates, and resolves consumer complaints in order to promote fairness, enhance service recovery, and protect passenger interests.)
- Enforcement of Consumer Protection Regulations – (Applies and enforces relevant consumer protection regulations in order to hold operators accountable and deter non-compliance in the aviation sector.)
- Service Quality Monitoring – (Regularly assesses the standard of passenger services including accessibility, timeliness, and care in order to support service excellence and regulatory benchmarking.)
- Compliance Audits and Inspections – (Periodically conducts audits and inspections of airline and airport systems in order to evaluate economic and consumer protection compliance and recommend improvements.)
- Stakeholder Engagement and Awareness -(Engages effectively with operators, consumer groups, and public institutions and undertakes awareness initiatives in order to improve stakeholder compliance and understanding of regulatory obligations.)
- Data Collection and Reporting – (Compiles and analyses data on consumer feedback, service quality, and operator performance in order to support evidence-based decision-making and regulatory planning.)
- Training and Capacity Building – (Prepares inputs into the Unit’s training plans and maintains updated training records in order to enhance staff competencies and support continuous professional development.)
- Safety and Quality Management Systems Implementation – (Implements effectively safety and quality management systems in order to ensure compliance with applicable legislation, ICAO standards, and promote safe, efficient economic regulatory operations.)
- Monitoring and Evaluation – (Undertake effectively, the monitoring and evaluation of the strategic and operational plans in order to monitor progress and provide appropriate interventions.)
- Reports – (Undertake effectively timely submission of the unit’s mandatory operational reports to monitor activity implementation and support informed decision-making in the Unit/Directorate.)
- Performance Management – (Undertake timely the implementation of the unit’s individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance.)
Minimum Primary/Secondary Education:
- Full-Form V /Grade 12 School Certificate.
- Bachelor’s Degree in Economics, Statistics, Aviation Law, or equivalent.
- Member of a relevant professional body (where applicable).
Other Skills/Attributes/Competences
- Knowledge of ICAO standards, procedures and relevant documentation.
