The Zambia Health Emergency Preparedness, Response and Resilience Project will be implemented under Phase VI of the Health Emergency Preparedness, Response, and Resilience Program (the ‘HEPRR Program’) using the Multiphase Programmatic Approach (MPA). Zambia has experienced significant macroeconomic downturn, and weak economic performance has reversed income gains and exacerbated poverty rates.

The Zambia Health Emergency Preparedness, Response and Resilience Project will focus on strengthening the preparedness and resilience of the health system to manage health emergencies through training of health workforce to develop capacity for climate emergency preparedness and response; operationalization of information systems for health emergencies and digitalization of the health sector; improvement of the detection of and response to health emergencies through a multisectoral approach; updating and implementing patient- centered integrated community health service package and other required guidelines; support systems to guarantee continuity of essential health services including Reproductive, Maternal, Newborn, Child Adolescent Health and Nutrition during health emergencies; developing and operating a digital emergency transport management system for health facilities’ referrals of maternal and neonatal cases; installation and rehabilitation of WASH facilities, solarization and/or electrification of selected health facilities and provision of reliable internet where possible.

The Ministry will establish a Project Implementation Unit (PIU), under the Directorate of Public Health, that will be responsible for the day-to-day management and execution of activities supported by the project, including procurement support within the Government structure.

In this regard, the Ministry of Health with the support of the World Bank under the Zambia Health Emergency Preparedness, Response and Resilience Project is inviting applications from suitably qualified and experienced candidates to fill the under listed vacant positions:

Position: MONITORING AND EVALUATION SPECIALIST

Reports to: The Monitoring and Evaluation Specialist will report to the Project Coordinator and the Director Planning and Policy and shall work closely with the other MoH PIU members, Department of Public Health and MoH programme staff, and M&E Officers.

Job Purpose

To manage monitoring and evaluation system for the project and a pipeline project to be supported by the World Bank and to lead and coordinate monitoring an evaluation systems development and related activities to ensure smooth operation and quality performance of technical efforts and field activities by coordinating and overseeing quality program data collection, data management, reporting, and strategic information gathering and sharing. And well as develop tools against the established key performance indicators, as included in the Results Framework of the PAD.

Qualifications

  • A full Grade Twelve (12)/Form 5 School Certificate with minimum of five (5) ‘O’ level credit including English Language and Mathematics.
  • A Bachelor’s Degree in Development Studies, Demography, Library Information Studies and Health
    Management Information Systems.
  • Master’s in Monitoring and Evaluation will be an added advantage
  • Post Graduate Certification in Monitoring and Evaluation will be an added advantage
