Zambia Information and Communications Technology Authority (ZICTA) is a statutory body responsible for regulation of Information and Communication Technologies (ICT), and Postal and Courier Services in Zambia. The Authority also co-ordinates and oversees activities relating to cyber security in Zambia.

The Authority invites competent, self-driven and qualified employees to apply for the following positions:-

a) Legal Counsel-Internal Affairs – 1 position

b) Assistant Licensing Officer – 1 position

c) Assistant Consumer Affairs Officer – Choma – 1 position

d) Technical Officer (Spectrum Licensing) – 1 position

e) Procurement Officer – 1 position

Details of the roles and responsibilities are as follows:-

 

A) LEGAL COUNSEL – INTERNAL AFFAIRS: GRADE ZIC 06 (1 POSITION)

 

1.0 JOB PURPOSE

To provide support to the Manager Legal – Internal Affairs on matters relating to the internal affairs of the Authority.

2.0 SPECIFIC RESPONSIBILITIES

Provides advice and guidance to the Authority on all internal matters affecting the Authority thus:-

a) Ensure that all internal policies and procedures comply with relevant legislation   and make recommendations for change where necessary;
b) Provides advice and guidance to the Authority on staff matters, procurement and insurance;
c) Attends to drafting and reviewing Agreements and MOUs to which the Authority is a party or has in interest;
d) Monitor the hard copy repository of all executed Agreements and MOUs entered by the Authority;
e) Monitor the electronic Repository of executed Agreements and MoUs;
f) Attends to litigation on matters arising out of the internal operations of the Authority;
g) Provides advice and guidance on debt recovery issues arising from the Authority’s internal operations and attends to internal debt recovery where              appropriate;
h) Attends to conveyancing in matters where the Authority has an interest by drafting, lodging all conveyancing instruments;
i) Reviews correspondence from all departments concerning internal affairs, analyzing legal implications and compliance with internal and external                rules  and regulations; and
j) Undertakes any other duties that may be assigned in relation to the role.

Requirements

3.0     ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

a) General Education:
Full Grade 12 School Certificate

b) Academic/Professional Qualifications
i. Bachelor’s Degree in law
ii. Post – Graduate Diploma in Legislative Drafting
iii. Member of the Law Association of Zambia with valid practicing certificate

c) Work Experience
At least 3 years post admission work experience in a  similar job.

d) Core Competencies

i. Analysis of business information, data and statistics relating to own department for easy understanding by management.

ii. Choosing and applying correct analytical tools and techniques to analyze data and information systematically.
iii. Ability to apply analytical thinking to solve moderately complex problems
iv. Ability to make decisions within broad parameters and make recommendations to effect change to procedures and practices.

4.0 TENURE

The position of Legal Counsel – Internal Affairs is on Permanent and Pensionable employment.

 

B) ASSISTANT LICENSING OFFICER – GRADE ZIC 07 (1 POSITION)

 

1.0       JOB PURPOSE

To provide support to the Legal and regulatory affairs department in the performance of licensing and regulatory duties in respect of Electronic Communication networks and services and Postal and Courier services.

 

2.0       SPECIFIC RESPONSIBILITIES

a)         Assist in providing licensing and registration information to clients.

 

b)         Facilitate processes related to the issuance of licenses, including the acceptance, evaluation, and processing of applications.

 

c)         Generate and issue renewal reminder notices to licensees.

d)         Assist in maintaining and managing relationships between the Authority and licensees.

e)         Maintain up-to-date records of all licensees to ensure accurate record-keeping and compliance tracking.

f)         Monitor global and domestic trends in the ICT and Postal Industry to support policy and regulatory interventions, including license                                   conditions, standards, and guidelines.

g)         Assist, when requested, in conducting scheduled or random inspections of operators’ facilities and business premises to ensure                                      compliance with licensing conditions and regulatory requirements.

h)         Attend meetings with operators and other stakeholders as required.

 

Requirements

3.0     ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

a) General Education:
Full Grade 12 School Certificate

 b) Academic/Professional Qualifications
Diploma in Social Sciences, Law, Telecommunications, Computer Science, Business Administration or any related field.

A Degree in Social Sciences, Law, Telecommunications, Computer Science, Business Administration or any related field will be an added                             advantage.

c)       Work Experience
Two (2) years’ work experience in a related role

     d) Core Competencies
i. Exceptional written communication skills including a strong command of language, attention to detail, and the ability to convey                                           complex information in a clear and concise manner;
ii. Ability to effectively interpret the law, construct strong arguments, and provide sound legal advice; and
iii. Ability to make decisions that effectively resolve problems, in line with established procedures and practices.

4.0 TENURE

The position of Assistant Licensing Officer is on Permanent and Pensionable employment.

 

C) ASSISTANT CONSUMER AFFAIRS OFFICER (CHOMA) – GRADE ZIC 07 (1 POSITION)

 

1.0 JOB PURPOSE

To support the development and implementation of robust consumer protection and awareness strategies, guidelines, and regulatory frameworks to ensure that consumers and other stakeholders in the ICT and Postal sectors are well-educated, informed, empowered, and protected.

2.0 SPECIFIC RESPONSIBILITIES

a) Assist in developing and implementing Information Education and Communication (IEC) strategies aimed at empowering consumers and                        promoting  consumer knowledge and welfare;

b) Participate in community outreach programs to raise awareness on consumer rights and the Authority’s mandate;

c) Assist in developing, managing, and updating mechanisms for the administration and management of consumer complaints in line with the                Consumer Protection Guidelines issued by the Authority;

d) Receive, document, and respond to consumer complaints promptly;

e) Support the development and implementation of regulatory strategies that balance the interests of consumers, service providers, and other                    stakeholders;

f) Provide input in the reviews and development of consumer policies, legal, and regulatory frameworks’

g) Monitor ICT and Postal sector players to ensure adherence to consumer protection policies, laws, guidelines, directives, and regulations;

h) Participate in the monitoring of approved market promotions to ensure compliance with guidelines and regulations;

i) Assist in developing and implementing dynamic stakeholder engagement strategies to enhance consumer protection;

j) Provide consultancy on consumer protection to stakeholders in the ICT and Postal sectors;

k) Participate in developing and implementing consumer programs targeted at vulnerable groups such as persons with disabilities, children, girls, and          women; and

l) Prepare routine management reports for the consumer protection unit.

m)    Compile and analyze data on consumer complaints and trends.

Requirements

3.0     ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

a) General Education

b) Academic/Professional Qualifications

Diploma in Social Sciences, Economics, Business Administration, or related field.

    c) Work Experience

Minimum of 2 years’ work experience in consumer protection, customer service, or a related field.

  d) Core Competencies

i) Able to interact with staff within and outside the department to share business information and ensure consistent understanding of                                    procedures and practices.

ii) Tailor communication to different audiences and contexts, presenting ideas and information compellingly, and resolving conflicts                                        through effective communication.

D) TECHNICAL OFFICER (SPECTRUM LICENSING) – GRADE ZIC 07 (1 POSITION)

1.0 JOB PURPOSE

To undertake efficient and effective radio spectrum licensing and client service in line with guidelines and procedures.

2.0 SPECIFIC RESPONSIBILITIES

a)  Provide consistent client service via phone, email, post, and web for inquiries related to radio frequency licenses;
b)  Manage assigned cases effectively, adhering to team targets, established processes, and procedures;
c)  Process radio frequency license applications, modifications, and
cancellations in a timely and accurate manner. Ensure all applications meet technical and regulatory requirements, adhering to defined license terms           and conditions.
d)  Collaborate with the Finance team to ensure accurate and timely billing for stakeholders. Identify and report any billing problems or discrepancies               encountered during processing.
e)      Work closely with stakeholders on matters of spectrum licensing, providing basic consultancy and support.
f)  Manage radio frequency licenses using the automated spectrum management system (ASMS) effectively. Assist with day-to-day operations of the               Automated Spectrum Management System (ASMS)  to ensure efficient licensing processes.
g) Ensure the Online Portal for spectrum licensing is operational and user-friendly. Provide helpdesk support and answer general inquiries on spectrum           licensing procedures.
h)  Update the Automated Spectrum Management System (ASMS) daily to maintain accurate and up-to-date records. Prepare and print various radio               license documents, such as licenses and renewal notices;
i) Conduct audits of radio licenses assigned to ensure compliance and accuracy. Maintain organized section document movement records; and
j) Undertake and participate in tasks related to radio frequency interference resolution, spectrum monitoring and inspections to ensure compliance, as may be assigned by the supervisor where the need arises.

Requirements

3.0     ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

a) General Education

Full Grade 12 School Certificate

b) Academic/Professional Qualifications

Diploma in Electrical, Electronic or Telecommunication fields OR

Degree in Electrical, Electronic or Telecommunication Engineering or equivalent

  c) Work Experience

Diploma entry – 2 years’ work experience

Degree entry – No work experience is required

d)        Core Competencies

i. Strong knowledge of Radio Frequency engineering, telecommunications systems, and spectrum management tools;

ii. Understanding of national/international spectrum regulations and licensing procedures;

iii. Ability to analyse spectrum usage, resolve interference issues, and prepare technical reports;

iv. Clear communication with stakeholders and provision of customer support on licensing matters;

v. Accurate frequency assignments and thorough documentation;

vi. Competent in using databases, licensing systems, and related digital  tools; and

vii. High standards of integrity, confidentiality, and regulatory compliance.

The position of Technical Officer (Spectrum Licensing) is on Permanent and Pensionable employment.

 

E) PROCUREMENT OFFICER (GOODS AND EQUIPMENT) – GRADE ZIC 07 (1 POSITION)

 

1.0 JOB PURPOSE

To procure goods and equipment on behalf of the Authority in accordance with the Public Procurement Act, and Procurement Regulations, Guidelines and Procedures prescribed by the Zambia Public Procurement Authority.

2.0 SPECIFIC RESPONSIBILITIES

a) Prepares solicitation documents for goods and equipment including determinations and findings, synopses, justifications which reflect procedures            governing procurement;

b) Prepares procurement plans for the purchase of goods, equipment and supplies;

c) Follows and enforces ZICTA’s procurement policies and procedures;

d) Reviews compares and analyses goods and equipment to be purchased;

e) Maintains and updates supplier information such as qualifications, delivery times, product ranges; etc.

f) Maintains good supplier relations and negotiating contracts;

g) Researches and evaluating prospective suppliers;

h) Prepares budgets, cost analyses, and reports;

i) Assists with the selection of bidders which involves public bid openings, preliminary bid evaluation, brand comparisons and final award of bids; and

j)      Supervises Procurement Assistant engaged in rendering support service to the procurement team.

Requirements

3.0     ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

a) General Education

Full Grade 12 School Certificate

b) Academic/Professional Qualifications

Graduate Diploma in Chartered Institute of Purchasing and Supply (CIPS) or Degree in Procurement and Supply Chain Management.

      c) Work Experience

3 to 5 years of experience.
With basic understanding of the role and able to perform fundamental tasks or activities relating to the job under some supervision.

   d)    Core Competencies

i. Strong understanding of procurement processes, sourcing strategies, and market analysis;

ii. Skilled in negotiating, drafting, and managing supplier contracts and relationships;

iii. Proficient in cost analysis, budgeting, and ensuring value for money;

iv. Knowledge of procurement laws, ethics, and regulatory requirements;

v. Experience with procurement software and ZPPA e-platform;

vi. Strong ability to communicate, collaborate, and manage stakeholders; and

vii. Effective in multitasking, prioritizing, and managing procurement timelines.

4.0 TENURE

The position of Procurement Officer (Goods and Equipment) is on Permanent and Pensionable employment.
