The Zambia Public Procurement Authority (ZPPA) a body corporate and responsible for regulation of public procurement in Zambia invites applications from suitably qualified and experienced candidates for appointment into ZPPA’s establishment for the following position:
A. JOB TITLE: PRINCIPAL OFFICER – ADMINISTRATION, ZPPA 04 (1 POSITION)
- PURPOSE
To co-ordinate and supervise the activities of staff engaged in general administration work in line with the Authority’s rules and regulations.
- STATEMENT OF MAIN DUTIES
Under the supervision of the Manager-Human Resource and Administration, the job role is responsible for supervision of staff performing office administration work and transport duties to contribute to the attainment of the Authority’s objectives. In particular, the job holder will be responsible for the following:
2.1 Supervises and co-ordinates the activities of staff in office administration and transport section to ensure compliance with rules and regulations and monitors them to achieve their individual planned activities;
2.2 Ensures effective maintenance of the office building, office furniture and surroundings and supervise the provision of services of contractors outsourced to provide services such as cleaning and sanitary, plumbing and carpentry, maintenance of the office generator set, fire extinguishers and fire alarm;
2.3 Assists in monitoring the Authority’s Safety, Health and Environment functions to ensure adherence to Occupational Health and Safety Act and efficient implementation of the Authority’s Occupational Health and Safety Policy.
2.4 Ensures the security of the office premises and property through effective supervision of a Security service providers contracted to provide security for the Authority;
2.5 Monitor and supervise subordinate staff responsible for maintaining and cleaning the Authority surroundings to ensure a conducive work environment;
2.6 Checks and prepares invoices for payment of services provided to the Authority such as electricity, water, telephone, cleaning and sanitary, security and waste management for consideration by the Supervisor and onward processing of payment;
2.7 Facilitates processing of insurance of the office building, Authority house, motor vehicles, furniture, equipment and any other items belonging to the Authority;
2.8 Prepares relevant work-related reports for the Supervisors’ attention and decision making among others;
2.9 Assists in interpretation of terms and conditions of service and other human resource and administration policies and procedures to staff and advises on labour related matters;
2.10 Participates in the recruitment and selection of staff for the Authority;
2.11 Prepares and submits to the Supervisor the Authority Annual Leave Plan to ensure compliance with the Employment Code Act No. 3 of 2019 and attends to staff matters from Departments pertaining to leave applications, acting appointments and confirmation;
2.12 Assists in the Disposal of Authority Assets.
2.13 Assists in the preparation of individual and departmental workplans and departmental annual budget; and
2.14 Performs other duties that may be assigned by superior from time to time.
3.0 QUALIFICATIONS AND EXPERIENCE
- Education: Full Grade 12 Certificate with at least five (5) credits or better including English and Mathematics.
- Vocational or Professional Requirements: Bachelor of Arts Degree in Human Resource Management or Public Administration.
- Relevant Post Qualification Experience: Minimum three (3) years’ work experience in human resource and administration.
4.0 OTHER SKILLS AND REQUIREMENTS
- Good writing and oral communication skills;
- Good interpersonal skills, analytical and negotiation skills;
- Must be Computer literate;
- Must be a member of the Zambia Institute of Human Resource Management with the current practicing certificate;
- Must be familiar with current Labour Laws; and
- Must have a valid Zambian Motor Vehicle Driving Licence.
5.0 TENURE
The position of the Principal Officer – Administration is on permanent and pensionable basis.
B JOB TITLE: SENIOR OFFICER – COMPLIANCE MONITORING, ZPPA 05 (1 POSITION)
1.0 PURPOSE
To assist undertake inspections and investigations to monitor due compliance in accordance with the Public Procurement Act No. 8 of 2020 and the Public Procurement Regulations, Statutory Instrument No. 30 of 2022.
2.0 STATEMENT OF MAIN DUTIES
2.1 Undertakes investigations and inspections of procuring entities and Councils to ensure due compliance with the Public Procurement Act and Regulations;
- Prepares inspection reports with recommendations with the assistance of other team members and refers to the superior;
- Monitors procurement of goods, works and services by procuring entities to ensure transparency and accountability;
- Studies reports of procuring entities in order to monitor procurement issues;
- Decides on day-to-day operations and prepares individual work plan to ensure smooth implementation of programmes and activities;
2.6 Inspects procurement records and proceedings of procuring entities;
- Administers and enforces the Act;
- Follows up action on implementation of recommendations by procuring entities; and
- Performs any other duties assigned by superior from time to time.
3.0 QUALIFICATIONS AND EXPERIENCE
- Education: Full Grade 12 Certificate with at least five (5) credits or better including English and Mathematics.
- Vocational or Professional Requirements: Candidates should have any of the following:
- Bachelor of Science Degree in Procurement and Supply; or
- Bachelor of Arts Degree in Social Science with a Diploma in Chartered Institute of Procurement and Supply (CIPS).
- Relevant Post Qualification Experience: Minimum two (2) years’ work experience in public procurement.
4.0 OTHER SKILLS AND REQUIREMENTS
- Good writing and oral communication skills;
- Computational and analysis skills; and
- Must be a member of the Zambia Institute of Purchasing and Supply (ZIPS) with current practicing certificate.
5.0 TENURE
The position of the Senior Officer – Compliance Monitoring is on permanent and pensionable basis.
C. JOB TITLE: SENIOR OFFICER – ELECTRONIC GOVERNMENT PROCUREMENT (e-GP), ZPPA 05 (1 POSITION)
- PURPOSE
To support the provision of training to e-GP system users and monitor the roll-out and usage of the system.
- STATEMENT OF MAIN DUTIES
Under the supervision of the Principal Officer-eGP, the officer will be responsible for, but not limited to the following:
2.1 Train Procuring Entities (PEs), Suppliers and other stakeholders on the usage of the e-GP system;
2.2 Conduct PEs readiness assessments for implementation of the of e-GP system;
2.3 Undertake site inspections to establish usage of e-GP system and provide support;
2.4 Support PEs on how to prepare and upload annual procurement plans and tenders on the e-GP system;
2.5 Provide on-sight and on-spot support to PEs on site and respond to queries;
2.6 Monitor helpdesk activities;
2.7 Prepare weekly, monthly and quarterly reports from activities undertaken and utilize the reports in conducting follow-ups to ensure that issues raised are addressed; and
2.8 Performs any other duties assigned by superior from time to time.
- QUALIFICATIONS AND EXPERIENCE
- Education: Full Grade 12 Certificate with at least five (5) credits or better.
- Vocational or Professional Requirements: Candidates should have any of the following:
- Bachelor of Science Degree in Procurement and Supply; or
- Bachelor of Arts Degree in Social Science with a Diploma in Chartered Institute of Purchasing and Supply (CIPS).

- Good writing and ability to communicate effectively with staff, clients and other stakeholders in order to provide support on the e-GP system;
- Ability to comprehend system reports and prepare reports;
- Customer Service oriented; and
- Must be a member of the Zambia Institute of Purchasing and Supply (ZIPS) with current practicing certificate.

D. JOB TITLE: ICT SUPPORT OFFICER, ZPPA 08
1.0 PURPOSE
To assist in providing user support and ensuring that infrastructure is ready for the Electronic Government Procurement (e-GP) system implementation.
2.0 STATEMENT OF MAIN DUTIES
Under the supervision of the Principal Officer- ICT the officer will be responsible for but not limited to the following:
2.1 Receive and respond to client queries and run diagnostic tests to determine solution, advise and resolve client queries on the e-GP system;
2.2 Sensitization of PEs and suppliers on the usage of the e-GP system;
2.3 e-GP system administration and generate weekly and monthly reports on activities undertaken;
2.4 Collect customer feedback on the usability of the e-GP system with a view to improve its functionality;
2.5 Provide support to Procuring Entities on the process of creating and evaluating tenders and Annual Procurement Plans and related issues on the e-GP system;
2.6 Registration of Procuring Entities (PEs) and Suppliers on the e-GP system and support them on how to access information on the e-GP system;
2.7 Troubleshoot ICT incidents related to the e-GP system; and
2.8 Performs other lawful duties assigned by superior from time to time.
3.0 QUALIFICATIONS AND EXPERIENCE
- Education: Full Grade 12 Certificate with at least five (5) credits or better including English and Mathematics.
- Vocational or Professional Requirements: Minimum of a Diploma in Computer Science.
- Relevant Post Qualification Experience: Must have a minimum of two (2) years’ work experience in ICT support and customer services.
- Knowledge of the e-GP system will be an added advantage.
4.0 OTHER SKILLS AND REQUIREMENTS
- Good computation, arithmetic and interpersonal skills;
- Good writing and ability to communicate effectively with staff, clients and other stakeholders in order to provide support on the e-GP system;
- Customer Service oriented;
- Ability to comprehend system reports and prepare reports; and
- Must be a member of the Information and Communications Technology Association of Zambia (ICTAZ) with current practicing certificate.
5.0 TENURE
The position of ICT Support Officer is on permanent and pensionable basis.
