1.0 JOB TITLE: REGISTRAR (RE-ADVERTISED)
JOB PURPOSE
As Chief Administrator of the University, the Registrar is responsible for planning, organising and directing the general administration of the University in the line with requirements of the Higher Education Act No.4 of 2013, Higher Education (Amendment) Act No.23 of 2021 and the policies and procedures approved by the University Council.
PRINCIPAL ACCOUNTABILITIES
- Direct all functions pertaining to general administration and human resources management of the University;
- Plan and Coordinate University Council Corporate affairs/business;
- Provide secretarial services to Council and Committees of Council;
- Direct functions pertaining to student registration, admissions, administration of examinations and general academic affairs of the University;
- Ensure compliance with legal requirements and availability of legal services to the University Council and Administration
- Serve as custodian of University policies and regulations;
- Facilitate the development and review of University policies and regulations;
- Plan and ensure provision of safety, health and security services to the University Community;
- Plan and direct the development, utilization and maintenance of infrastructure in order to ensure an acceptable learning and living environment in the University;
- Provide guidance and advice on matters of business ethics and good governance to all stakeholders in the University;
- Ensure timely, effective and efficient dissemination of information about the University internally and externally;
- Plan and direct the implementation of departmental budgets;
- Supervise subordinate staff and ensure that performance appraisal is conducted for all staff and
- Ensure the preparation of quarterly and annual operational performance reports.
- To undertake such other duties as assigned by the Vice Chancellor.
QUALIFICATIONS, EXPERIENCE, SKILLS AND PERSONAL ATTRIBUTES
- Grade 12 School Certificate or its equivalent with 5 “O” Levels Credits which should include English Language and Mathematics
- Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, Law, Education or any other relevant qualification.
- Must have a Master’s Degree in a related field.
- Must have a minimum of a Diploma in Law.
- Minimum of Five (05) years’ experience at Senior Management level in administration, legal and corporate governance in a reputable institution.
- Excellent verbal and written communication skills.
- Must be computer literate
- Must have good interpersonal skills.
- Emotional stability and ability to balance the requirements of different stakeholders of the University.
- Integrity, honesty, ethical values, professional conduct and soberness of character are mandatory requirements.
- Must be a member of Zambia Institute of Human Resource Management.
2.0 JOB TITLE: DEPUTY REGISTRAR HUMAN RESOURCE & ADMINISTRATION (1 Position)
JOB PURPOSE
The Deputy Registrar Human Resource and Administration is responsible for providing overall direction and support to the various Human Resource functions of the University. This will include rolling out Mukuba University’s HR Policies and Procedures in various aspects of human resource management and oversee the Human Resource Department. The Deputy Registrar – Human Resource and Administration will work closely with other Middle and Senior Management Teams to ensure compliance with Mukuba University administrative standards and with local laws and regulations.
PRINCIPAL ACCOUNTABILITIES:
- Coordinate the administration of the recruitment and selection processes for faculty and staff recruitments.
- Maintain management guidelines by developing, updating, and recommending human resource policies and procedures.
- Provide management with Human Resource reports as required, in a timely manner.
- Develop organizational structures that enhance effectiveness and reduce administrative costs.
- Guide the faculties and heads of departments on organization design and development.
- Coordinate training of Staff in accordance with the University’s Staff Development Policy.
- Plan and implement the administration and maintenance of the performance review process.
- Coordinate job analysis and evaluation findings and recommend changes in line with the work procedures, methods and systems in accordance with the HR policies.
- Manage staff discipline and grievance handling mechanisms and procedures in line with the University’s HR Manual and the prevailing Labour Laws.
- Oversee and manage employee separations with the University and coordinate applicable employee exit (off boarding) activities, including succession planning within functions.
- Undertake such other tasks within the scope of the role as directed by Registrar or Management from time to time.
QUALIFICATIONS AND PERSONAL ATTRIBUTES
- Grade 12 School Certificate or its equivalent with 5 “O” Levels Credits which should include English Language and Mathematics
- Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, Law, Education or any other relevant qualification.
- A Master’s Degree in a related fieldMust have a minimum of a Diploma in Law.
- Minimum of five (5) years of progressive relevant work experience.
- Emotional stability and ability to balance the requirements of different stakeholders of the University.

- Must have a valid Practicing License of the Zambia Institute of Human Resource Management.
3.0 JOB TITLE: CHIEF FINANCIAL OFFICER (RE-ADVERTISED)
JOB PURPOSE
Responsible for directing and overseeing all aspects of the Finance and Accounting functions of the university in order to ensure transparency, accountability and value for money.
PRINCIPAL ACCOUNTABILITIES:
- To prepare and monitor budgets and cash flows of overall income and expenditures of the University.
- To initiate strategic planning of the resource allocations to the various Schools, Units and Departments.
- To ensure completeness, accuracy and validity of University financial information and safeguard of the University assets.
- To provide timely quarterly and audited annual reports to Management.
- To advise Management on trends in expenditures and income to ensure that financial decisions are kept in line with budget allocations, expenditure and income.
- To ensure security of transaction documents and enforcing accountability of staff supervised.
- To undertake such duties as assigned by the Vice Chancellor.
QUALIFICATIONS, EXPERIENCE, SKILLS AND PERSONAL ATTRIBUTES
- Grade 12 School Certificate or its equivalent with 5 “O” Levels Credits which should include English Language and Mathematics
- Must have a Bachelor of Accountancy or full ZICA, ACCA or CIMA and a Master’s Degree in a related field.
- Knowledge on government and University operations will be an added advantage.
- Must have a minimum of 5 years’ experience in accounts and finance in a reputable institution at Senior Management level.
- Must have knowledge on Accounting Packages such as SAGE, Pastel
- Must have good interpersonal skills.

4.0 JOB TITLE: SENIOR ACCOUNTANT (1 Position) (RE-ADVERTISED)
JOB PURPOSE
To monitor the business activities of the University through the maintenance and control of financial records. Responsible for the planning and coordination of the accounting and reporting processes, such as preparing financial and statistical reports, statements, projections and assisting outside auditors. Directly supervises the personnel involved in the general accounting and budgeting functions.
PRINCIPAL ACCOUNTABILITIES:
- Compiles information for interim and year-end financial statements and other accounting and business-related reports as necessary.
- Oversee daily processing and accounting for expenditures by departments /schools and review the reports for financial transactions.
- Analyze and interpret financial data and prepare financial reports, statements and/or projections.
- Ensure accuracy, completeness, and compliance with University and statutory requirements, and standard accounting and audit procedures.
- Ensure compliance with accounting standards and audit requirements of professional and regulatory agencies.
- Supervise the general accounting functions and Budgetary Control.
- Supervise, train, and evaluate professional and clerical personnel.
- Interact with University auditors and assist independent auditors with interim and year-end audits, as appropriate.
- Analyze internal control and other policies and recommend changes as appropriate.
- Serve on University committees that develop accounting and other policies and procedures.
- Perform other duties as may be assigned by the Supervisor.

5.0 JOB TITLE: ACCOUNTANT – PAYABLES (1 Position)
JOB PURPOSE
To control and coordinate all finance and accounting functions of the School/Unit by providing management with detailed analytical reports to aid decision making and controlling expenditures.
PRINCIPAL ACCOUNTABILITIES:
- Prepare operating and capital annual budgets and ensure budgetary control.
- Ensure that purchases of goods and services are within the budgetary parameters.
- Produce Unit monthly and quarterly management reports timely.
- Ensure that the general accounting functions of the School/unit are carriedout.
- Plan and hold regular school and departmental cost meetings.
- Advise and assist Deans and/or Head of Units on key financial deliverables.
- Carry out Bank Reconciliation for the assigned Unit or School.
- Participate in the year-end stock take to enhance efficiency.
- Perform any other duties as may be assigned by the Supervisor.
QUALIFICATIONS AND EXPERIENCE
- Grade 12 School Certificate or its equivalent with 5 “O” Levels Credits which should include English Language and Mathematics
- Must have a Bachelor of Accountancy or full ZICA, ACCA, CIMA
- Must be a fully paid up Member of ZICA
- Minimum of 4 years’ work experience in finance or financial management in a reputable organisation.
6.0 JOB TITLE: ACCOUNTANTS ASSISTANT (1 Position)
JOB PURPOSE
To perform routine accounting activities ranging from processing payables, receivables and general maintenance of accounting records in the Finance Department.
MAIN DUTIES:
- Provides information pertaining to commitment register, receipt and payment, cash books and bank reconciliations.
- Collects, collates all budget estimates from schools/directorates and central services department for calculation and consolidation.
- Prepares periodical ledgers accounting reports on monthly, quarterly and annual basis for management decision making.
- Performs any other duties lawfully assigned by the supervisor.
QUALIFICATIONS:
- Grade twelve (12) School Certificate or its equivalent with Five (5) credits or better including English and Mathematics
- Diploma in Accountancy or Level II ZICA, ACCA, CIMA
- Knowledge of accounting software such as Sage and Aruti Systems
- Two (02) years’ experience in Tertiary institution will be an added advantage.
- Must be a fully paid up Member of ZICA
