    PROJECT IMPLEMENTATION SUPPORT STAFF
    (OPEN – NATIONAL)

    JOB ADVERTISEMENT

    The Government of the Republic of Zambia (GRZ) through the Ministry of Green Economy and Environment (MGEE) has received financing from the World Bank towards the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) II Project, and therefore intends to apply part of the funds towards the recruitment of Project Implementation Support Staff. The TRALARD II Project will be implemented over a 5-year period from January, 2026 to December, 2030 and will cover 32 districts; four (4) on the Copperbelt, five (5) in Luapula, eight (8) in Muchinga, five (5) in Northern and ten (10) in Southern provinces of Zambia. The TRALARD II Project is designed to combat landscape degradation, build community resilience to climate shocks such as droughts and floods, and advance Zambia’s 2030 goal of becoming a low-carbon, resource-efficient, and socially inclusive economy.

    The TRALARD II Project will support the implementation of a jurisdictional Emissions Reduction Programme (ERP) in Muchinga Province to act as an umbrella program that will leverage resources from TRALARD II and other relevant initiatives to attract emission reductions payments from carbon markets to generate additional financing that can be re-invested in the landscape to improve rural livelihood. This is based on successful experience of Zambia Integrated Forest Landscape Project (P161490) and Eastern Province Jurisdictional Sustainable Landscape Program – Emissions Reduction Project (P155827).

    The Ministry seeks to recruit suitably qualified and experienced persons to submit their expression of interest / application for the following two (2) years renewable employment contract:

    PROCUREMENT OFFICERS X 3 (Location: Mansa, Chinsali and Choma)

    JOB PURPOSE:
    The Procurement Officers will be responsible for the procurement of goods, works and services under the direct executing responsibility of the Provincial Administration in accordance with the Public Procurement Act of 2020, Public Procurement Regulation, 2022 and World Bank Procurement Regulations for IPF Borrower February, 2025, and will report to the Provincial Project Operations Officers.

    MAIN DUTIES AND RESPONSIBILITY
    • Procurement planning, implementation and progress tracking according to approved procurement plan;
    • Lead and guide project staff and key stakeholders in the selection process for consulting services, including evaluation processes, contract negotiations and engagement of individuals and firms, and ensure compliance with procurement guidelines for both the World Bank and Government;
    • Monitor and report on the timely execution of all project procurement activities and contracts, and ensure necessary internal and external clearances are obtained from the World Bank, and Government;
    • Liaise with Provincial Administration, Project Implementation Unit and the Procurement Specialist at NPCU to ensure compliance with procurement guidelines for both the World Bank and Government;
    • Developing, updating and ensuring implementation of the Procurement Strategy and Manual in Liaison with the Procurement Specialist at NPCU;
    • Providing procurement advisory services at all levels of Project Implementation; and undertake any other tasks as assigned by the Provincial Project Operations Officer.

    QUALIFICATION AND EXPERIENCE
    • Grade Twelve (12) Certificate;
    • Minimum education of a Bachelor’s degree in a relevant discipline such as Procurement, Supply Chain Management, and any other Procurement management related field;
    • Professional qualification in a Procurement related field such as the Chartered Institute of Purchasing and Supply (MCIPS);
    • Must be a member of a recognized professional body such as the Zambia Institute of Purchasing and Supply (ZIPS), and possess a valid/current practicing certificate;
    • Minimum of three (03) years post qualification working experience in Procurement and Management Position;
    • Experience in donor funded projects, in particular World Bank funded projects, is desirable or an added advantage;
    • Good communication skills, computer literate with skills in Excel, Word, Power Point, Microsoft Office;
    • Should demonstrate previous experience of working with and in multi-cultural and multi-disciplinary teams; and
    • Good understanding of Government and donor/Cooperating partners working environments.

    The Project Implementation Support Personnel will be selected in accordance with the “Government’s Personnel Hiring Procedure” Method as set out in the World Bank’s Procurement Regulations for IPF Borrowers; February, 2025.
